What counts as a request?

One API request = one authenticated call to any /api/* endpoint. Consent approvals and token verifications both count once per call. Failed verifications (for example a revoked token) still count, but never cost your users anything.

What does the quota protect?

Monthly verification quotas are enforced per institution (HTTP 429 quota_exceeded) so no single system can silently hammer the ledger. Raising your quota is instant via the admin console.
